Effective asset management in the public sector is increasingly critical for ensuring infrastructure sustainability and optimal resource allocation. This paper presents the development and implementation of a Multi-Criteria Decision Analysis (MCDA) tool for the Department of Highways and Public Works of the Government of Yukon. The tool, tailored specifically for the unique challenges of Yukon’s transportation infrastructure—including highways, bridges, and aviation assets—was co-developed using the TOPSIS method (Technique for Order Preference by Similarity to Ideal Solution).

The MCDA framework integrates six key criteria: Safety & Security, Reliability & Resilience, Efficiency, Comfort & Convenience, Stewardship, and Criticality. Each criterion is supported by sub-criteria weighted through participatory workshops involving multiple stakeholders across different divisions. This approach ensures a balanced consideration of quantitative and qualitative factors, enabling transparent and data-driven prioritization of infrastructure projects.

Over a two-month collaborative process, 67 transportation projects were evaluated and ranked using the MCDA model. This case study highlights the value of participatory decision-making in asset management and demonstrates how such a tool can facilitate strategic budget allocation and long-term planning.

Key findings include:

  • Enhanced prioritization accuracy through structured multi-criteria analysis.
  • Increased stakeholder buy-in due to a transparent evaluation process.
  • Scalability and adaptability of the model for other asset categories.

This work provides a replicable framework for other Canadian municipalities seeking to adopt systematic approaches to asset management. It underscores the importance of leveraging MCDA methods in decision-making to achieve sustainable and resilient infrastructure systems in the context of evolving environmental and fiscal constraints.
