Stormwater Pond Asset Renewal Program

As accelerated urban development and climate change heighten pressures on infrastructure in British Columbia, municipalities face growing challenges in managing stormwater ponds as vital assets for flood control, water quality, and sustainability. Recognizing the need for resilient infrastructure, the City of Kelowna, supported by AECOM, developed innovative desktop tools to assess the financial and human resources required for maintaining and renewing its 97 existing stormwater ponds. A risk-based framework was implemented to prioritize ponds, assigning higher scores to those with greater potential for failure. This strategic approach ensures limited resources are directed where they are most needed: enhancing infrastructure resilience and longevity. By leveraging asset management principles to achieve environmental goals, Kelowna and AECOM demonstrate how municipalities can align sustainability with proactive planning. This scalable solution underscores the role of asset management in building climate-adaptive infrastructure while advancing environmental stewardship and operational efficiency.
